Bac Tu Liem (or North Tu Liem) is a District of Hanoi City that stretches along the Southern bank of the Red River (or Sông Hồng in Vietnamese). It borders with Tay Ho District to the East, Cau Giay District to the Southern East, Dan Phuong District and Hoa Duc District to the West, Nam Tu Liem (or South Từ Liêm District) to the South, and the Red River to the North.

Development History

Bac Tu Liem District was founded following the Government's Resolution No. 132/NQ-CP dated December 27^th 2013 and consists of the 9 Communes of Thuong Cat, Lien Mac, Tay Tuu, Thuy Phuong, Minh Khai, Phu Dien, Dong Ngac, Xuan Dinh, Co Nhue, 9.30 hectares of the land and 596 households of Xuan Phuong Commune, and 75.48 hectares of the land and 10,126 households of Cau Dien Town. Bac Tu Liem District has an area of 4,335,34 hectares (43.35 square kilometers) and an estimated population of 320,414 people.

Administrative organization

Bac Tu Liem District currently consists of 13 wards, namely Co Nhue 1, Co Nhue 2, Dong Ngac, Duc Thang, Lien Mac, Minh Khai, Phu Dien, Phuc Dien, Tay Tuu, Thuong Cat, Thuy Phuong, Xuan Dinh and Xuan Tao.

Geography

Bac Tu Liem District has a natural area of 43.35 km2 with a population of  320,414 people, population density of 7,381 people/km2.

Social and Economic development

I. Guiding ideology and general objectives:

The following orientation and objectives were detailed in the Resolution of the first plenum of the District Central Committee (tenure 2010 – 2015):

- To build a strong and pure Party Committee and Party's cells.

- To build and promote the unity among the Party, political system and the entire people.

- To exploit and make use of resources effectively.

- To develop technical, social and economic infrastructure.

- To enhance urban order and civilization, renew and develop urban transportation systems.

- To maintain sustainable economic development with rationale structure.

- To create cultural and social progress.

- To improve the material and spiritual life of the people. 

- To maintain political security, social order and security.

- To create a solid people's security and all-people national defense posture.

- To strive for Bac Tu Liem District to become a "Clean – Green and Modern  District" of Hanoi Capital.

* Advantages:

 The political and social situation of the country and Capital of Hanoi has been maintained and sustainable. Bac Tu Liem District receives the interest and guidance from the Hanoi City Party Committee, the People's Council and People's Committee, the positive and support and collaboration from the City's departments, the Fatherland Front and relevant mass organizations. A general planning of the District has been approved and subsequent divisions have been and/or will be further adopted. A high consensus and unity has been created within the District Party Committee and throughout the political system from District level to local level. The District's citizens believe in the Party's leadership with the majority abiding by the Party and State's policies. There exists among the District Party Committee, authorities and citizen a high awareness of the responsibility to overcome challenges and compete to accomplish all of the Districts' political missions successfully.

* Challenges:

 Production and business activities of all economic sectors are facing with a lot of difficulties due to economic recession. The banks' bad debts are high meanwhile liquidity capacity is low. Real estate market has not recovered. Budget revenue only accounts for one fourth of that of the former Tu Liem District. The District consists of a large-scale administration division with a big population that is growing fast and demands for considerable social welfare. The daily workload accomplished by offices of the Party, People's Committees, Fatherland Front and others is big. Issues keep arising from the application of land policies, some are originated from the past. There is a lack of developed infrastructure, especially transportation. The District continues to see potential and complex security issues.

These above-mentioned objective and subjective factors have a big impact on the leadership and accomplishment of the District Party Committee's tasks.

Therefore, the guiding ideology of the District Party Committee is to follow strictly the guidance of the City Party Committee, City People's Council and City People's Committee, promote advantages, overcome challenges to accomplish the District Party Committee's political missions successfully in 2014.

II. KEY TASKS

1. Maintain fast and sustainable economic development, pursue major economic developments in the years to come.

To continue implementing Program No. 03-CTr/TU dated September 9^th 2011 of the Hanoi Party Committee on "improving quality, effectiveness and competitiveness of the Capital's economy toward fast and sustainable development". To remedy difficulties effectively, boost production and business activities, create a favorable and encouraging environment for all economic sectors to invest and develop their activities. To expedite economic structure transformation toward urban economic development; to transform agricultural economic structure to enhance the effectiveness of land use. To proactively promote and facilitate social inclusion in investment; to support the promotion of brand names and trade marks, application of science and technology into production.  To implement Decision No. 6023/QD-UBND dated December 24^th 2012 of the Hanoi People's Committee on approving the Plan for developing medium and small enterprises in the City period 2011 – 2015; Decision No. 94/KH-UBND dated June 4^th 2013 on implementing the National Strategy for green growth period up to 2020 and the City's vision toward 2050.

Industry:

Industrial development is oriented toward high quality, effectiveness and competition. To encourage restructuring of industrial activities toward clean, environmental friendly and high technology development. To promote the effectiveness of the existing industrial zones and complexes. To expedite the progress of implementing the high-tech biological project. To attach importance to and create an encouraging environment for production activities of families, villages and sectors.

Trade and Services:

To diversify investment forms and ownership types; increase the guiding on improving the quality of trade and services toward civilization, especially in the field of commerce, health, education, finance and banking, etc.

 Agriculture:

To develop ecological agriculture. To link agricultural development with the building of green belts of Hanoi Capital and green tourism according to plans. To continue applying measures to create a shift in crops and livestock.

 Natural disasters prevention, search and rescue:

To implement natural disasters prevention, search and rescue activities effectively from April 2014; to construct drainage systems, improve the existing irrigation systems in order to reduce and prevent floods.

 Strengthening and developing the relations of production: to ensure solid development of economic sectors and the relations of production according to the socialist – oriented market mechanism. To exercise sound market management, prevention and combating of smuggling, production and trading of fake products and trade frauds; combat speculation and ensure stable price and market. To prevent and combat outbreaks in the cattle and poultry, to ensure that there is no disease outbreaks in the District. To effectively implement price-stabilizing sales programs and the movement of "Vietnamese Prioritize Vietnamese Goods". Every six months, the District's leaders will meet with representatives from the enterprises in order to monitor the situation and resolve challenges faced by them.

Budget Estimation, Resource mobilization and development investment:

To meet the City's requirements for taxes, state budget revenue in 2014, enhance management and prevent tax losses, complete the project on the auction of land-use rights, actively create other revenues.

To develop plans for resource exploitation to cater for immediate and long-term investment and development needs.

2. Develop culture and society; implement good social policies.

To continue implementing Program No. 04-CTr/TU dated October 18^th 2011 of the Hanoi Party Committee on cultural and social development, enhancing the Capital's human resources, building the image of elegant and civilized Hanoians period 2011 – 2015.

To attach importance to the good implementation of social policies. To enhance monitoring and inspection of the delivery of the policies on people with great contribution, the poor, the people with disabilities and those with extremely difficulties. To meet the criteria for poverty reduction, address effectively social, religious and ethnic issues. To enhance the management, the effectiveness and efficiency of statement management on the management of labor in enterprises. To implement the national programs on job creation effectively, focusing on job orientation and vocational training, organizing employment-trading sessions. To strengthen the management and prevention of social issues, especially prostitution and drug use. 

3. Carry out site clearance work well, create a big shift in management of plans, land, construction activities, ensure effective implementation of "Year of urban civilization" and the delivery of urban services and social protection.

To strictly follow Program 06-CTr/TU dated November 8^th 2011 on "Speeding up planning, development and management of Hanoi Urban City period 2011- 2015, Program 07 – CTr/TU dated October 18^th 2011 on "Concentrating on development of urban technical infrastructure, protection and improvement of environmental quality period 2011 – 2015 of the Hanoi Party Committee.

Site clearance activities shall be implemented properly according to the guidance form the City and District's authorities, meeting the requirements on openness, transparency and abiding by the laws. In the mean time, to focus on implementing the following projects: Hanoi City Metro, 32 Road, framework traffic infrastructure, Tay Tay Ho Urban area, high-bio tech zones, traffic routes and public works available at each townships, auctioning of Xuan Dinh land-use rights.

To strengthen state management, execute any new law violations in land planning, construction works. To develop the plans for executing the law violations of the previous years; to be proactive in the grant of land-use rights; to manage and address timely any issues related to land assignment affected by the adjustment of administration. To review and reclaim public land, "unlawful occupied land" or land being used for wrong purposes.

To focus on the implementation of the "Year of urban civilization", develop criteria and encourage the citizens to keep clean and tidy in their daily lives and businesses. To execute strictly any violations. To ensure urban traffic order according to the guidance from the Government and People's Committee.

To review and develop plans for traffic developments according planning, upgrade and maintain the existing traffic routes.

To develop urban services (electricity, water supply, environmental hygiene, etc.) to cater for the basic needs of the citizens, to create clean – green and beautiful residential areas.

To strengthen the management of environmental protection, minimize the negative impacts on the living environment of the citizens.

4. Strengthen national defense and security, maintain political security and social order, effectively support the achievement of the District Party Committee's missions.

To strengthen the combat against crimes to maintain social security; to monitor the number of households closely; to develop a posture of people's security attached with the solid all-people national defense. To enhance inspection and combat against hostile forces effectively; to check the prevention and fighting of explosion and fires. To execute any deliberate actions against the Party and State's policies and laws, violations of public security, offences against people on duty, violations of the lawful rights of organizations and citizens. To proactively combat social evils, maintain traffic order and safety, create a peaceful living environment for the citizens.

5. Strengthen Party building and rectification, build up a strong government and political system to respond to the demands for the leadership in the execution of political missions of the District Party Committee.

To thoroughly grasp and implement Program No. 01-CTr/TU dated August 18^th 2011 of Hanoi Party Committee on enhancing leadership and fighting capability of the Party Committees, the quality of Party members, the management and execution capacity the local governments, the operational quality of the Fatherland Front and mass organizations period 2011 – 2015.

To lead the government building, step up administrative reform, renew leadership and execution methods, improve the effectiveness and efficiency of local governance.

To improve the operational quality of the Fatherland Front and mass organizations.

Tourist attractions

Bac Tu Liem District has 133 relic sites, 58 of which have been recognized as historical and cultural heritages, 27 as revolutionary heritages, 11 as official heritages . Some relic sites have become famous such as Chem temple, Dong Ngac, Thuong Cat, Ky Vu pagoda, Dong Co temple, Dam Tay Tuu temple. Revolutionary heritages include Xuan Tao fortress, Chem Missile Battlefield, Ho Chi Minh monument in Kieu Mai, Chem Irrigation System, Tay Tuu Flower Village, Dong Ngac competion-examination village, etc.

The District is also home to Hoa Binh Park (or Peace Park), a fairly big and symbolic image of Hanoi Capital. The Park is located in Xuan La Ward covering 20 hectare of land. In 2000, on the occasion of the 990^th anniversary of Thang Long – Hanoi, Hanoi was recognized by the UNESCO as the City for Peace. To create a symbolic figure of Hanoi Capital, the City decided to build a park that was then named Peace Park. The Park is under modern innovation and will host diversified activities, contributing to improving cultural and spiritual life of the local citizens and attracting tourists.
